SUBJECT: FY 2014 OJJDP Grant-Enhancements to Juvenile Drug Courts

INITIATED BY: Juvenile Court, Mary Bode


Recommendation: Approval is requested to submit a grant application and, if approved, accept funds from the Office of Juvenile Justice and Delinquency Prevention to expand drug court services under the Chattahoochee Judicial Circuit to Harris County and amend the Multi-Governmental Fund by the amount of the grant award with a local match of 25% to be provided by Harris County.

Background: The Office of Juvenile Justice and Delinquency Prevention has funding available to existing juvenile drug courts to enhance services.

Analysis: The Muscogee County Juvenile Drug Court is requesting funds to expand juvenile drug court services to Harris County.

Financial Considerations: This grant requires a 25% cash match. Requesting Harris County be invoiced quarterly for the matching funds.

Projected Annual Fiscal Impact Statement: Grant funds will provide drug court services to Harris County and reduce delinquency.

Legal Considerations: The Columbus Consolidated Government is eligible to apply for funds from the Office of Juvenile Justice and Delinquency Prevention. Harris County has agreed to enter into a MOU and provide the 25% cash match requirement.

Recommendations/ Actions: Authorize to submit an application and if approved accept a 3 year grant from the Office of Juvenile Justice and Delinquency Prevention for the expansion of juvenile drug court services under the Chattahoochee Judicial Circuit to Harris County. Federal funds in the amount of $244,565 or otherwise awarded and enter into a Memorandum of Understanding with Harris County to provide the 25 % cash match of $74,855 or otherwise awarded for a total project cost of $299,420.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE OFFICE OF JUVENILE JUSTICE AND DELINQUENCY PREVENTION FOR A GRANT TO ENHANCE MUSCOGEE COUNTY JUVENILE DRUG COURT SERVICES UNDER THE CHATTAHOOCHEE JUDICIAL CIRCUIT TO HARRIS COUNTY AND IF AWARDED, AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE GRANT AWARD. THERE IS A 25% CASH MATCH THAT HARRIS COUNTY HAS AGREED TO FUND FOR THIS THREE YEAR GRANT PERIOD.

WHEREAS, funds have been made available from the Office of Juvenile Justice and Delinquency Prevention for a three year period upon grant award; and,

WHEREAS, the Office of Juvenile Justice and Delinquency Prevention requires a 25% cash match and Harris County has agreed provide this match and to enter into a Memorandum of Understanding and reimburse Columbus Consolidated Government quarterly throughout the grant period; and,

WHEREAS, funds are being made available to enhance drug court services under the Chattahoochee Judicial Circuit for Harris County.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application for a grant to the Office of Juvenile Justice and Delinquency Prevention to enhance drug court services of the Muscogee County Juvenile Drug Court under the Chattahoochee Judicial Circuit to Harris County for a period of 3 years upon accepting the award. Federal funds in the amount of $244,565 or otherwise awarded and enter into a Memorandum of Understanding with Harris County to provide the 25% cash match of $74,855 or percentage of otherwise awarded for a total project cost of $299,420 and to amend the Multi-governmental Fund by the amount of the grant award.
