SUBJECT: Updated Memorandum of Understanding - Transportation Enhancement Grant for Fort Benning Road

INITIATED BY: Planning Department

Recommendation: Approval is requested to enter into an updated Memorandum of Understanding (MOU) between the city and the Georgia Department of Transportation (GDOT) for the Fort Benning Road Transportation Enhancement (TE) project.

Background: On December 7, 2010, Council authorized the City Manager to enter into a MOU with GDOT for this TE project. Funding for this project was set at $500,000, with a 20 percent match from the city. Work has progressed on this project and is scheduled to start construction by this summer. Originally the timeline called for construction to begin in 2014. Because this construction date was not met, GDOT is requesting a new MOU, with a completion date of June 30, 2019.

Analysis: Progress continues to proceed on this project. Authorizing the City Manager to sign the new MOU will provide a new target date for completion, while insuring the funding for this project will continue.

Financial Considerations: Funding for this project will still remain at $500,000, with a 20 percent match from the City.

Projected Annual Fiscal Impact Statement: Upon completion of this project, the City will be responsible for all general maintenance.

Legal Considerations: The City will be subject to all federal and state laws mandated under this agreement.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION TO UPDATE THE MEMORANDUM OF UNDERSTANDING FOR THE FORT BENNING ROAD TRANSPORTATION ENHANCEMENT GRANT.

WHEREAS, on December 10, 2010 Council authorized the City Manager to submit and receive Georgia Department of Transportation Enhancement funds for the Fort Benning Road Streetscapes project; and,

WHEREAS, the original agreed to completion date of 2014 has expired and an updated agreement is needed to extend this time until June, 2019.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into an updated Memorandum of Understand with the Georgia Department of Transportation for the expressed purpose of establishing a new completion date for the Fort Benning Road Streetscapes project of June, 2019.
