Recommendation: Approval is requested to execute a contract with All Things Water for dredging at Watershed # 27 at the Columbus Metropolitan Airport. Removal of silt at Watershed # 27 is at a critical need to maintain flood control capacity. Background: The flood control watershed structures throughout the City were constructed in the 1960's. Since that time, silt has been accumulating in the structures. As part of normal maintenance, periodic dredging is required to remove portions of the silt. All Things Water is the only known contractor in the southeast region that does this method of dredging. Analysis: On May 7, 2013 the City Manager authorized an emergency purchase of dredging services with All Things Water for dredging at the Sugar Mill Lake, Watershed # 2. The silt was creating problems with the outflow structure and maintenance problems for Public Works. The vendor, All Things Water, has unique equipment and method for removing silt, which is more environmentally acceptable. While in town, the Department of Engineering had the vendor to look at the watershed located at Airport. A proposal was provided for silt removal. Due to budgetary constraints, the Department of Engineering is recommending that dredging be provided in an amount not to exceed $150,000. Financial Considerations: Funds were budgeted in FY 14 Capital Improvement Project 0540-695-2127-TXSF-05806-20140. Projected Annual Fiscal Impact Statement: Failure to do the dredging by contract could impact the budgets of Public Works, which does not have the resources to do a project of this magnitude. Legal Considerations: All contracts require Council approval. Recommendations/ Actions: Approval of resolution authorizing the City Manager to execute a contract with All Things Water for dredging services at Watershed # 27 at the Columbus Metropolitan Airport.

WHEREAS, the removal of silt is part of normal maintenance required at all watersheds flood control structures; and,
WHEREAS, All Things Water has unique equipment and method for dredging services and is working at another city watershed structure at this time; and,
WHEREAS, removal of silt at Watershed # 27 is at a critical need to maintain flood control capacity.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS: That the City Manager is hereby authorized to execute a contract with All Things Water for dredging services at Watershed # 27 located at the Columbus Metropolitan Airport in an amount not to exceed $150,000 from the FY14 Capital Improvement Project 0540-695-2127-TXSF-05806-20140.
