SUBJECT: Use of OLOST Public Safety Contingency

INITIATED BY: Fire/EMS Department


Recommendation: Approval is requested to authorize the use of Other Local Option Sales Tax (OLOST) in the FY17 budget for the Fire/EMS Department to provide for renovations at Fire Station #11 in excess of the insurance proceeds in the amount of $37,333.79.

Background: The engine located at Fire Station #11 on Warm Springs Road caught fire while inside the fire station due to mechanical failures on November 18, 2015. The insurance company has reviewed the claim and has confirmed that the amount of repairs that are covered by our policy that were caused by the engine fire total $317,536.40. On July 12, 2016, Council approved resolution 250-16 for the use of approximately $261,000 from the OLOST Public Safety Contingency in the FY17 budget for the Fire/EMS Department to provide for additional renovations at Fire Station #11 in excess of the insurance proceeds. These funds were used to cover needed repairs to the station built in 1972 including roof replacement, ceiling grids, flooring, insulation, kitchen renovations, etc. During the renovation process, additional items that needed renovation were discovered, including removal and abatement of the original asbestos flooring, replacement of additional light fixtures and appliances. However, additional funds are needed to complete these necessary renovations. The city utilized 2WR to perform the design/build of the Fire Station #11 repairs under the current annual contract.

Analysis: The FY17 OLOST Public Safety contingency has funding available in the amount of $90,132.79.

Financial Considerations: The request is being made to utilize contingency to provide for additional repairs at Fire Station #11 not covered by insurance and the original $261,000 approved by Council in Resolution 250-16.

Projected Annual Fiscal Impact Statement: No annual fiscal impact.

Legal Considerations: Council approval is required to utilize OLOST Public Safety contingency.

WHEREAS, the engine at Fire Station #11 caught fire on November 18, 2015; and,

WHEREAS, there are repairs needed to the station in excess of the insurance coverage; and,

WHEREAS, the Fire/EMS Department is requesting to use OLOST Public Safety contingency to complete the repairs at Fire Station #11.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the Fire/EMS Department is hereby authorized to use $37,333.79 in OLOST Public Safety contingency to complete the repairs at Fire Station #11.
