SUBJECT: 2017-2021 Five Year Consolidated Plan FY 2017 Annual Action Plan Citizens Participation Plan

Recommendation: Approval is requested for the filing of the 2017 - 2021 Five Year Consolidated Plan, the FY 2017 Annual Action Plan, the Citizens Participation Plan, and applications for Entitlement funding for the Community Development Block Grant (CDBG) and the HOME Investment Partnership Program (HOME).

Background: The Five Year Consolidated Plan (Con Plan) is mandated by federal law and regulations promulgated by the U.S. Department of Housing and Urban Development (HUD) in order for the City to receive federal funding for the CDBG and HOME programs. Con Plans must be prepared and submitted to HUD every five years. The purpose of the plan is to assess the City's affordable housing and community development needs, along with analyzing the City's Housing Markets. It also articulates the City's priorities, goals and strategies to address the needs, and describes actions the City will take for implementation. The Annual Action Plan is a document required by HUD illustrating how the Entitlement funding will be expended during FY 2017. The Annual Action Plan is an annual update of the City's Five Year Consolidated Plan for the years 2017 - 2021. The Citizens Participation Plan is a required by HUD to show how the City receives citizens input and how we involve them in the process of developing these plans.
A public hearing was held on April 28, 2016 and the required public comment period expired on April 30, 2016.

Analysis: A resolution is needed to authorize the filing of the Five Year Consolidated Plan, the Annual Action Plan, the Citizens Participation Plan, and the applications for programs administered by the U.S. Department of Housing and Urban Development (HUD).

Projected Annual Fiscal Impact Statement: The filing of the Five Year Consolidated Plan, the Annual Action Plan, and the Citizens Participation Plan is required in order to obtain the Entitlement funding (CDBG and HOME).

Financial Considerations: The sources of federal funding and programs for FY 2017 are the Community Development Block Grant (CDBG) in the amount of $1,328,478, and the HOME Investment Partnership Program (HOME) in the amount of $644,801.

Legal Considerations: Council must approve the Application for funding.

Recommendations/ Actions: Approve the attached Resolution authorizing the filing the 2017 - 2021 Five Year Consolidated Plan, the FY 2017 Annual Action Plan, the Citizens Participation Plan, and applications for Entitlement funding for the Community Development Block Grant (CDBG) and the HOME Investment Partnership Program (HOME)

A RESOLUTION AUTHORIZING THE FILING OF THE 2017 - 2021 FIVE YEAR CONSOLIDATED PLAN, THE FY 2017 ANNUAL ACTION PLAN, THE CITIZENS PARTICIPATION PLAN, AND APPLICATIONS FOR ENTITLEMENT FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP PROGRAM (HOME).

WHEREAS, the Consolidated Government of Columbus, Georgia wishes to come into compliance with Title I of the Housing and Community Development Act of 1974, as amended and the National Affordable Housing Act of 1990 as amended; and,

WHEREAS, the 2017 - 2021 Five Year Consolidated Plan, the Annual Action Plan and the Citizens Participation Plan for the Consolidated Government of Columbus, Georgia has been developed as prescribed by the Federal Regulations of the U.S. Department of Housing and Urban Development; and,

WHEREAS, the Consolidated Government of Columbus, Georgia wishes to apply for federal funds and programs administered by the U.S. Department of Housing and Urban Development; and,

WHEREAS, the sources of federal funding and programs are the Community Development Block Grant (CDBG) Program and the HOME Investment Partnership Program (HOME).

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the 2017 - 2021 Five Year Consolidation Plan, the FY 2017 Annual Action Plan, the Citizens Participation Plan, and Applications for Federal Assistance are hereby approved for filing with the U.S. Department of Housing and Urban Development and further authorizes the City Manager and/or his designee to execute all contracts, agreements, and understandings related to the Five Year Consolidated Plan, the Annual Action Plan, and the Citizens Participation Plan.
