An Ordinance amending the Zoning Atlas of the Consolidated Government of Columbus, Georgia; this amendment changes certain boundaries of a district located at
South Corner of 7300 Blackmon Road
from
RE1 (Residential Estate 1) Zoning District to GC (General Commercial) Zoning District.
THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:
That the Zoning Atlas on file with the Planning Department be, and the same is hereby amended by changing the aforementioned property of the following described property from RE1 (Residential Estate 1) Zoning District to GC (General Commercial) Zoning District:
All that certain tract or parcel of land lying in Land Lot 34, 9th and District, Columbus, Muscogee County, Georgia, containing 4.14 acres and being more particularly described as follows: Starting at the intersection of the South right of way of J.R. Allen Parkway/U.S. Highway 80, and the East right of way of Blackmon Road, go along the East right of way of Blackmon Road the following nine calls: South 03 degrees 14 minutes 22 seconds East 205.12 feet; thence South 26 degrees 32 minutes 02 seconds East 59.03 feet; thence North 87 degrees 07 minutes 30 seconds East 100.39 feet; thence South 28 degrees 10 minutes 52 seconds West 100.75 feet; thence as it curves, concave Northeasterly, having a chord bearing and distance of South 39 degrees 19 minutes 11 seconds East 143.73 feet, an arc length of 143.87 feet and a radius of 925.90 feet; thence South 43 degrees 59 minutes 18 seconds East 287.12 feet; thence South 43 degrees 59 minutes 18 seconds East 623.63 feet; thence North 46 degrees 00 minutes 42 seconds East 15.00 feet; thence South 43 degrees 55 minutes 43 seconds East 22.25 feet to the POINT OF BEGINNING; thence continue along the East right of Blackmon Road, South 43 degrees 55 minutes 43 seconds East 440.00 feet; thence Southeasterly along the East right of way of Blackmon Road, Southeasterly, as it curves, concave Northeasterly, having a chord bearing and distance of South 44 degrees 35 minutes 22 seconds East 32.43 feet, an arc length of 32.43 feet and a radius of 1387.94 feet; thence leaving said right of way, go North 44 degrees 44 minutes 28 seconds East 130.00 feet; thence North 55 degrees 26 minutes 51 seconds East 240.00 feet; thence North 35 degrees 50 minutes 47 seconds East 5.96 feet; thence North 43 degrees 55 minutes 43 seconds West 507.46 feet; thence South 46 degrees 04 minutes 17 seconds West 373.00 feet to the POINT OF BEGINNING.
The above-described property is being rezoned subject to the following conditions:
1. The use of the property shall be restricted to a university or college.
2. No billboards shall be allowed on the property subject to the rezoning.
3. A Type C buffer shall be required along all property lines bordered by the SFR3 and RE1 zoning districts.
4. The property shall be required to provide two commercial driveways to Blackmon Road due to the school congestion that exists when Blackmon Road Middle School begins and departs each day. The southernmost driveway to Blackmon Road shall align with the school driveway. The two driveways shall be constructed prior to issuance of a Certificate of Occupancy. The second driveway shall provide access to Blackmon Road. All driveway construction shall be subject to approval of the City Engineer.
