SUBJECT: Preliminary Engineering Contract - Norfolk Southern

INITIATED BY: Planning Department


Recommendation: Approval is requested to enter into an agreement with the Norfolk Southern Railway Company to conduct preliminary engineering for the construction of a overhead bridge at Buena Vista Road and Ace Way.

Background: Under the Transportation Investment Act, the city is currently developing plans to construct an overhead bridge on Buena Vista Road to cross the Norfolk Southern rail line.

Analysis: In developing the necessary engineering documents for this project, the city is seeking the full cooperation of Norfolk Southern. Preliminary engineering, including the review of the project's plans, will be required of the railroad.

Financial Considerations: Norfolk Southern has submitted a cost estimate of $23,032 to perform the required preliminary engineering services. Funding for this activity is available under 0510-660-7000-60004-20150 Buena Vista Road Improvements.

Projected Annual Fiscal Impact Statement: There are no annual fiscal impacts anticipated with this contract.

Legal Considerations: The City Attorney has reviewed and approved the contract.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH NORFOLK SOUTHERN RAILWAY COMPANY FOR PRELIMINARY ENGINEERING SERVICES.

WHEREAS, the city under the Transportation Investment Act is currently developing engineering plans for the construction of an overhead bridge across the Norfolk Southern railroad at Buena Vista Road; and,

WHEREAS, the development of these engineering plans requires coordination with Norfolk Southern to insure the project is completed in a timely fashion.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into an agreement with the Norfolk Southern Railway Company for the purpose of providing preliminary engineering for the development of a overhead bridge at Buena Vista Road, at a cost not to exceed $23,032.00. Funds are available under 0510-660-7000-60004-20150, Buena Vista Road Improvements.
