SUBJECT: Neighborworks Columbus Cottage Program

Recommendation: Approval is requested for the Addendum to the Memorandum of Understanding between Columbus Consolidated Government and Neighborworks Columbus to allocate $40,000 in UDAG funds for the latest Cottage Program recipient.

Background: In July 2008, the City Council approved a Memorandum of Understanding between the City and Neighborworks Columbus to assist in the creation and funding of the Columbus Cottage Program. Since that time, Neighborworks has been very successful in providing homes to our city's most needy elderly population. Five recipients have been housed and Neighborworks has exhausted the original allocation of $150,000. The sixth recipient has been identified and Neighborworks is in need of funds to complete the home. They are requesting $40,000 in UDAG funds. An addendum to the original MOU has been drafted to facilitate the allocation of funds.

Analysis: The cottage program removes a blighted residential structure from the neighborhood and provides a safe, sanitary residential opportunity for an elderly individual. It is a positive investment in our community.

Financial Considerations: The $40,000 is available in the UDAG account.

Projected Annual Fiscal Impact Statement: None

Legal Considerations: Council approved the City's participation in the project on July 15, 2008.

Recommendations/ Actions: Approve the Addendum to the Memorandum of Understanding between Columbus Consolidated Government and Neighborworks Columbus to allocate $40,000 in UDAG funds for the latest Cottage Program recipient.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN ADDENDUM TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE COLUMBUS CONSOLIDATED GOVERNMENT AND NEIGHBORWORKS COLUMBUS TO ALLOCATE $40,000 IN ADDITIONAL UDAG FUNDS TO COMPLETE THE SIXTH COTTAGE FOR A QUALIFIED RECIPIENT.

WHEREAS, CCG AND NEIGHBORWORKS wish to provide funds for the purpose of providing safe, sanitary and accessible rehabilitation of owner occupied homes of elderly and disabled citizens and citizens of low to very low income; and,


WHEREAS, CCG AND NEIGHBORWORKS has developed five cottages for elderly, qualified residents; and,

WHEREAS, NEIGHBORWORKS has identified a sixth Cottage Program recipient and is need of additional UDAG funds to complete the home.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to provide $40,000 in additional UDAG funds for the sixth Cottage to be developed in accordance with the Memorandum of Understanding dated July 15, 2008.
