Subject: (EXCP-11-16-2323) Special Exception Use request to allow for a new and used auto sales in excess of 0.50 acre but less than two acres located at 4524, 4520 & part of 4602 17th Avenue, Columbus, Georgia


David Bone has submitted an application for the Special Exception Use cited above. The property is located in a SFR3 (Single Family Residential 3) & GC (General Commercial) zoning district. The site for the proposed new and used auto sales in excess of 0.50 acre but less than two acres is located at 4524, 4520 & part of 4602 17th Avenue.

The section of 17th Avenue that leads to the property in question connects to Manchester Expressway. It is approximately 150 feet from the intersection of 17th and Manchester. Access into and out of the property in question should provide for adequate traffic and pedestrian safety. Emergency vehicles will have adequate access to the principal structure and accessory use. Services such as water, sewer, utilities, police, and fire protection will be adequate and serve the proposed use at this location Parking, service and refuse should be adequate and provided as stated within the UDO. Noise, light, glare and odor should be limited due to the nature of the location. The hours of operation for this use could have an adverse impact on the neighboring properties to the North and East in the area. This structures height, size and location should match the uses found in other GC properties for auto sales new and used cars. Fifty (50) property owners within 300 feet of the property have been notified by mail of the proposed Special Exception Use. The Planning Department has received no comments supporting or opposing this request. There is no additional information at this time.

The Planning Advisory Commission recommended Approval at the Novermber 16, 2016 meeting.

The Planning Department recommends that the Council Approves the use because the application for a Special Exception use meets the criteria for approval.
