SUBJECT: Contract with UGA for the Continuation of the MIECHV Program

INITIATED BY: Finance/UGA Cooperative Extension

Recommendation: Approval is requested for the City Manager to enter into a contract with the University of Georgia to reimburse expenditures incurred or to be incurred from October 1, 2014 until May 30, 2015 for the continuation of the Maternal, Infant, and Early Childhood Home Visitation Program until the University of Georgia assumes all expenditures on June 1, and to amend the Multi-Governmental Fund by the amount of the contract, or as otherwise amended. UGA will reimburse the Columbus Consolidated Government for an expected maximum of $50,000 for such expenditures, with no local match required, and to rescind resolutions 258-14 and 259-14.

Background: The Federal Maternal, Infant and Early Childhood Home Visiting Program was created in 2010 with funding available for each state for Evidence Based Home Visiting Programs. The Governor’s Office for Children and Families was the lead agency in Georgia. The Muscogee UGA Cooperative Extension began operation of the MIECHVP in 2011 through grants issued by GOCF. In 2014 GOCF was merged into the Department of Family and Children Services, which is now contracting directly with UGA for the performance of the MIECHVP program. Because the Columbus Consolidated Government is no longer the fiscal agent for the Muscogee UGA Cooperative MIECHVP, resolutions 258-14 and 259-14 are no longer needed.

Analysis: This program has helped families in Columbus with home-visitation and evidenced-based parent early childhood education programming, reaching more children and parents. There is no cost to the participants.

Financial Considerations: This contract will reimburse the Columbus Consolidated Government for any expenditures incurred on behalf of the Muscogee UGA Cooperative Extension’s MIECHV program not previously reimbursed by previous grants from the period of October 1, 2014 until May 30, 2015, at which time the University of Georgia will assume responsibility for all expenditures of the program. There is no local match required.

Legal Considerations: The Columbus Consolidated Government is eligible to enter into contract with UGA to receive these funds.

Recommendation: Authorize a resolution to approve the City Manager to sign a contract with the University of Georgia for reimbursement of expenditures incurred in the operation of the MIECHV program from October 1, 2014 until May 30, 2015, to amend the Multi-Governmental Fund, and to rescind resolutions 258-14 and 259-14.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE UNIVERSITY OF GEORGIA ON BEHALF OF THE UGA MUSCOGEE COUNTY EXTENSION FOR THE REIMBURSEMENT OF EXPENDITURES INCURRED AND TO BE INCURRED FOR THE CONTINUATION OF THE MATERNAL, INFANT, AND EARLY CHILDHOOD HOME VISITING PROGRAM FROM OCTOBER 1, 2014 UNTIL MAY 30, 2015, IN THE MAXIMUM AMOUNT OF $50,000, OR AS OTHERWISE AMENDED, WITH NO LOCAL MATCH REQUIRED, AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE CONTRACT, AND TO RESCIND RESOLUTIONS 258-14 AND 259-14.

WHEREAS, the UGA Muscogee County Extension has operated the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHVP) since 2011 under grants provided by the Governor’s Office of Children and Families; and,

WHEREAS, the Governor’s Office of Children and Families has been consolidated into the Department of Family and Children Services (DFCS), a division of the Georgia Department of Human Services; and,

WHEREAS, DFCS has contracted with the University of Georgia for the operation of the MIECHV program as of October 1, 2014, and therefore the Columbus Consolidated Government is no longer the fiscal agent for the Muscogee MIECHV and thus resolutions 258-14 and 259-14 are no longer needed and can be rescinded; and,

WHEREAS, per the terms of this contract, the Columbus Consolidated Government will be responsible for and for all MIECHVP expenditures incurred and to be incurred until May 30, at which time the University of Georgia will assume all responsibilities for the expenditures of the program; and,

WHEREAS, the University of Georgia will reimburse the Columbus Consolidated Government for any expenditures not previously reimbursed incurring between October 1, 2014 and May 30, 2015, with a maximum expected of $50,000.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into contract with the University of Georgia for the continuation of the MIECHV program from October 1, 2014 through May 30, 2015, with no local match required, and to amend the Multi-Governmental Fund by the contacted amount of $50,000 or as otherwise amended, and to rescind resolutions 258-14 and 259-14.
