SUBJECT: Amended CDBG/HOME Budgets – FY 2014

INITIATED BY: Department of Community Reinvestment

Recommendation: Approval is requested of the proposed Community Development Block Grant budget FY2014 in the amount of $1,411,869 and HOME Program for $656,416 as amended.

Background: The Department of Housing and Urban Development (HUD) has notified the City of its Entitlement allocations for the CDBG and HOME programs for FY 2014. The amounts previously approved were based on FY 2013 funding and subject to change once HUD released the actual dollar amounts being allocated.

Analysis: Based on actual funding amounts, the City can now proceed with its allocation of CDBG/HOME funding to various area non-profit organizations for FY 2014.

Financial Considerations: The City can continue to provide funding to the local non-profits who provide services to low/moderate income individuals using Entitlement funds provided by HUD.

Legal Considerations: The City Council must formally accept and approve the FY 2014 Entitlement funds from HUD.

Projected Annual Fiscal Impact Statement: The acceptance of the funds will allow the City to continue providing funding to local non-profits for FY 2014.

Recommendations: Approve the resolution authorizing the acceptance of funding from HUD of Entitlement funds through the CDBG and HOME programs.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF ENTITLEMENT FUNDING THROUGH THE CDBG AND HOME PROGRAMS FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD).

WHEREAS, the City has been notified by the Department of Housing and Urban Development (HUD) of its FY 2014 Entitlement funding as listed on the attached report; and,

WHEREAS, the City wishes to continue to provide funding to local non-profit organizations who provide assistance to low to moderate income individuals with the funds provided by HUD.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager and/or his designee is authorized to execute all contracts, agreements and understandings related to the acceptance and disbursement of the Entitlement funds provided by HUD for FY 2014.
