Emergency Purchase of Construction for Pipe Replacement Services at North Highland:
On August 8, 2013, the Engineering Department requested emergency construction services for pipe replacement at North Highland. During the investigation of flooding at the North Highland Access Point construction, the Engineering Department discovered a 36" high density polyethylene pipe that had partially collapsed and other sections had holes. This is the pavilion area that is currently under construction by Georgia Power. The pavilion was removed during the construction of the weir structure required as part of the Whitewater project. Uptown was also nearing completion of the cul-de-sac for the northern Whitewater drop off. A sinkhole had previously been reported, but due to the construction, was inaccessible for videoing. Since there are multiple contractors in the area, and the construction zone is very small, Scott Bridge, who is under contract with Uptown, was requested to provide a quote for the pipe replacement.
The emergency construction services are needed to prevent further delays in the cited projects, as well as, avoid additional conflicts by adding another contractor to the already congested area. The City Manager approved the emergency purchase on August 8, 2013. The estimated cost for the pipe replacement is $43,560.00, any additional drainage material needed to backfill, under concrete, will be an additional $32.00 per ton; other additional costs may be incurred for various contingencies.
