SUBJECT: GDOT Memorandum of Understanding- Repair/Rehabilitation of an Existing Storm Drive Victory Drive

Recommendation: Approval is requested for the City Manager to execute a Memorandum of Understanding with Georgia Department of Transportation in the amount of $113,450 for the repair/rehabilitation of an existing storm drain on Victory Drive.

Background: During the investigation of a sinkhole in the parking lot of the Naval Museum, a large void was found under Victory Drive. The Georgia Department of Transportation (GDOT) closed the road and made a temporary repair for further investigation of the system by the City.

Analysis: The contractor for the City was contacted to provide an estimate for repair and lining of the storm drain. This information was provided to GDOT since Victory Drive is a state route for which GDOT is responsible for maintenance. Since GDOT does not have a process for Cured-in Place (CIPP) projects they requested the City have it done under the existing contract for reimbursement by GDOT. The estimated amount is expected to cover the cost to repair/rehabilitate the storm drain. Any incidental amounts over that would be the responsibility of the City.

Financial Considerations: This will be a GDOT Quick Response Project in which $113,450 will be provided to the City toward construction of the Project upon approval of the application.

Projected Annual Fiscal Impact Statement: The City would resume normal maintenance under its current contract with GDOT.

Legal Considerations: All formal agreements with GDOT require Council approval.

Recommendations/ Actions: Approve the resolution authorizing the City Manager to execute a Memorandum of Understanding with Georgia Department of Transportation in the amount of $113, 450 for the repair/rehabilitation of an existing storm drain on Victory Drive.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION IN THE ESTIMATED AMOUNT OF $113,450 FOR THE REPAIR AND REHABILITATION OF AN EXISTING STORM DRAIN SYSTEM ON VICTORY DRIVE.

WHEREAS, after investigating an existing storm drain line on Victory Drive that had portions that previously failed, it was determined a section of pipe was in danger of eminent failure; and,

WHEREAS, the Georgia Department of Transportation (GDOT) does not have a current contract for this type work and they have asked to partner with the City under its current contract to get the repairs done; and, WHEREAS, the establishment of a Memorandum of Understanding agreement between GDOT and the City will allow the City to proceed with the repairs/rehabilitation of the pipe and receive funds from GDOT.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

THAT THE CITY MANAGER IS HEREBY AUTHORIZED TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION IN THE AMOUNT OF $113, 450 AND PROCEED WITH OTHER WORK REQUIRED TO COMPLETE THE REPAIR/REHABILITATION OF AN EXISTING STORM DRAIN SYSTEM LOCATED ON VICTORY DRIVE.
