Approval is requested to submit an application and accept, if awarded, a National Crime Statistics Exchange (NCS-X) Initiative Grant for the Federal Fiscal Year 2018 solicitation in the amount of $221,068, or as otherwise awarded, with no local match requirement, to be used by the Muscogee County Sheriff’s for eligible projects as defined in the grant, and to amend the Multi-Governmental Fund by the amount of the award. The funding is to be used to establish or enhance, through improved automation, the capabilities of the agency to report incident-based crime data to the state Uniform Crime Reporting (UCR) program or to the FBI’s National Incident-Based Reporting System (NIBRS).

V. ADULT DRUG COURT DISCRETIONARY GRANT PROGRAM FY18 COMPETITIVE GRANT ANNOUNCEMENT: Database 'e-CAP ', View 'Pending', Document 'Adult Drug Court Discretionary Grant Program FY18 Competitive Grant Announcement ' Approval is requested to submit an application, and if approved, accept $500,000.00 from the US Department of Justice for the operation of the Muscogee County Adult Felony Drug Court, from January 1, 2019 to December 31, 2022 and to amend the Multi-governmental Fund by $500,000.00. The City is required to provide a 25% cash or in kind matching funds to participate in this grant program. The Department of Justice has provided funds to enhance Adult Drug Courts. The funds are being provided through the US Department of Justice to be utilized to operate courts in FY19-22. These funds will be used to partner with New Horizons Behavioral Health to enhance the treatment options of the Adult Drug Court and better serve the community with Medication Assisted Treatment options. This award will also allow the court to partner with Dr. Andrew Cox in providing clinical and program evaluation services to the court.



VI. 2018 GEORGIA ASSOCIATION OF EMS AND GEORGIA TRAUMA COMMISSION GRANT PHASE #2: Database 'e-CAP ', View 'Pending', Document '2018 Georgia Association of EMS and Georgia Trauma Commission Grant Phase #2'

Approval is requested to apply for and accept, if awarded, a grant of $4,925.26, or as otherwise awarded, from Georgia Association of EMS and Georgia Trauma Commission, with no local match required, and amend the Multi-Governmental Fund by the amount of the award. The grant is for equipment that will enhance the treatment of the trauma patients.

EMERGENCY PURCHASE – INFORMATION ONLY

(J ) REPLACEMENT OF PURSUIT VEHICLE FOR MARSHAL’S OFFICE:

On May 19, 2018, the Fire Department responded to 1506 6th Avenue in reference to a vehicle fire. Upon their arrival, they discovered the Marshal’s Office vehicle, M-6 (Body #11316), engulfed in flames coming from the engine compartment. The vehicle was parked at the employee’s residence in the parking lot. The vehicle is not salvageable.


Marshal Greg Countryman spoke with the City Manager on May 20, 2018 and he indicated that he would approve the replacement of the vehicle as an emergency purchase and submit it to City Council on May 22, 2018.


A new vehicle is required because the vehicle is a pursuit vehicle used in Field Services for carrying out the primary function of the Office. There is only one (1) spare vehicle remaining in the MCMO, it is not in good repair. The vehicle is NEEDED to conduct general patrols, serve civil processes, execute evictions, etc. mandated by the Office of the Marshal.

The replacement cost is approximately $35,000 to include the vehicle, computer with installation/programming and build-out equipment.

Funding source to be determined.
