SUBJECT: Construction Agreement for Fort Benning Road TE Grant

INITIATED BY: Planning Department


Recommendation: Approval is requested to enter into a construction agreement with the Georgia Department of Transporation (GDOT) for the Fort Benning Road Transportation Enhancement (TE) project.
Background: On December 7, 2010, Council authorized the City Manager to enter into a MOU with GDOT for this TE project. Funding for this project was set at $500,000, with a 20 percent match from the city. Work has progressed on this project and is scheduled to start construction by this summer. This MOU was extended by Council in February 2016 to allow for the necessary preliminary work to be completed. This work has been completed and GDOT has given a Notice to Proceed for construction activities.

Analysis: Authorizing this resolution will allow the City Manager to sign the necessary construction contracts, and allow this project to begin.

Financial Considerations: Funding for this project will still remain at $500,000, with a 20 percent match from the City.

Projected Annual Fiscal Impact Statement: Upon completion of this project, the City will be responsible for all general maintenance.

Legal Considerations: The City will be subject to all federal and state laws mandated under this agreement.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A TRANSPORTATION FOR THE CONSTRUCTION OF THE FORT BENNING STREETSCAPES.

WHEREAS, on December 10, 2010 Council authorized the City Manager to submit and receive Georgia Department of Transportation Enhancement funds for the Fort Benning Road Streetscapes project; and,

WHEREAS, the City has developed the necessary documentation and requirements for the construction of this streetscapes project; and,

WHEREAS, the estimated cost of the project under the agreement is $625,000, with the total federal contribution being $500,000, and a minimum required local match of $125,000 or 20 percent of the total cost that has already been met as part of the requirements for engineering and right of way costs.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager or his designee is hereby authorized to enter into an agreement with the Georgia Department of Transportation for the expressed purpose of constructing the Fort Benning Road Streetscapes project from Levy Road to the former main gate of Fort Benning. The estimated cost of this project is $650,000, with a federal contribution of $500,000. Funding for the minimum local required match of $125,000 or 20 percent, has already been met as part of the requirements for engineering and right of way costs.
