SUBJECT: Naval Reserve Center - Lease Renewal

INITIATED BY: David Arrington, Deputy City Manager


Recommendation: Approval is requested to renew a lease agreement with the Department of the Navy for the Naval Reserve Center located at 414 4th Street.

Background: In June 1947, the City entered into an agreement with the Department of the Navy for property located at 414 4th Street for construction of the Naval Reserve Center. The property has remained under lease with the Department of the Navy for operation of the Naval Reserve Center since the initial lease in 1947. The current lease agreement is due to expire in June 2014. The Department of the Navy has requested a renewal of the lease for another 25 year period.

Analysis: The operation of the Naval Reserve Center is an important component in maintaining the military readiness of our armed forces. The facility has operated on this site since 1947 as a Reserve Center for training. The proposed lease renewal if for another 25 year period with a either party having the right to terminate given a 60 day notice.

Financial Considerations: The lease is for one dollar ($1.00) per annum.

Projected Annual Fiscal Impact Statement: None

Legal Considerations: Council must approve all lease agreements.

Recommendations/ Actions: Authorize the City Manager to renew a lease agreement with the Department of the Navy for the Naval Reserve Center located at 414 4th Street.

A RESOLUTION

NO. _____


A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE AGREEMENT WITH THE DEPARTMENT OF THE NAVY FOR THE NAVAL RESERVE CENTER LOCATED AT 414 4TH STREET.

WHEREAS, the City has leased the Naval Reserve Center located at 414 4th Street to the Department of the Navy since 1947; and,

WHEREAS, the current lease is due to expire in June 2014 and the Department of the Navy has expressed a desire to renew the lease for another 25 year term; and,

WHEREAS, either party may terminate the lease by giving a sixty-day notice in writing.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a lease agreement with the Department of the Navy for the Naval Reserve Center located at 414 4th Street for a period of July 1, 2014 through June 30, 2039.
