Recommendation: Approval is requested to have the Board of Regents of the University System of Georgia on behalf of University of Georgia Cooperative Extension Service and Columbus Consolidated Government to enter into a contract to pay salary, optional retirement and social security/medical cost for one County Extension Agent from July 1, 2016 - June 30, 2017.
Background: All employees of the University of Georgia employees who work a total of at least 50% time in one or more "regular" positions are required by the Act of the General Assembly of the State of Georgia to participate in a retirement program. Two plans are available: Teachers Retirement System (TRS - defined benefit plan) and the Optional Retirement Plan (ORP - defined contribution plan). Faculty and all benefit-eligible staff in exempt positions have the option of participating either in the Teachers Retirement System of Georgia or an Optional Retirement Plan. Analysis: Anne Randle has chosen the Optional Retirement Plan of the two choices. ORP will not allow College of Agriculture to pay without it going through UGA. Since it has to be paid by main campus UGA, it has to be on a contract. Financial Considerations: There will not be any change in the amount funded by the City. The ORP Retirement is 9.24% which is less than Teacher’s Retirement of 11.27%. Therefore, this will be a cost-savings. The contract is for salary, ORP Retirement and SS/Med cost only. A RESOLUTION AUTHORIZING TO HAVE THE BOARD OF REGENTS OF THE UNIVERSITY SYSTEM OF GEORGIA ON BEHALF OF UNIVERSITY OF GEORGIA COOPERATIVE EXTENSION SERVICE AND COLUMBUS CONSOLIDATED GOVERNMENT TO ENTER INTO A CONTRACT FOR THE SALARY OF ANNE RANDLE, COUNTY EXTENSION AGENT.
WHEREAS, Board of Regents of the University System of Georgia, acting on behalf of University of Georgia Cooperative Extension Service, and Columbus Consolidated Government (CCG) desire to enter into a contract for the salary of Anne Randle; and, WHEREAS, the purpose of the contract is for the CCG to pay salary, ORP Retirement and Social Security/Medical cost only for one County Extension Agent, Anne Randle to University of Georgia; and, WHEREAS, the University of Georgia will bill the CCG monthly for the actual salary, ORP Retirement and Social Security/Medicare cost ONLY for Anne Randle; and, WHEREAS, the executed contract agreement will become part of this resolution by reference and will be filed with the Clerk of Council. NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES: That the City Manager, acting on behalf of CCG, is hereby authorized to enter into a contract for the period July 1, 2016 - June 30, 2017 with the Board of Regents of the University System of Georgia, acting on behalf of University of Georgia Cooperative Extension Service, for the salary, ORP Retirement and Social Security/Medical cost for one County Extension Agent, Anne Randle in an amount not to exceed $15,205.
